If you are a savvy online shopper, then paypal wont be unfamiliar to you. But if you not, i would suggest making online payment via paypal especially buying from auction sites.
Lets say you bid for an item in an auction and win the bid. If you did not receive your goods or seller does not response to you. You can hold the payment payment(not sure about this) or open a dispute case.
Any reason, its easier for seller to setup payment option such as paypal compare to credit card.

Pretty straight forward,
step 1 : login to your dbs/posb account.
step 2 : under payment service, select topup paypal
step 3 : enter the paypal customer reference no and confirm
step 4 : select topup and enter amount
