Traffic

Some analogy by bill from Amasci : "Merging-Lane Traffic Jams"

He's solution:

<<<<<
Normally, drivers who pack themselves tightly together whenever the traffic comes to a stop. Nobody can merge except the end of the jam. Note their speed.
>>>>>
Drivers with unusual behavior will encourage others to merge ahead of them and maintain large spaces ahead. This way, the merging is EASY. Compare the speed with the right.

Traffic jams on highways are often triggered where two lanes must merge into one, typical example CTE on peak hours. Lanes of cars move slowly to merge as there's hardly any gaps between cars. Therefore, drivers who create large gaps between cars will ease this type of traffic jam.

Here's the problem, this solution require effort of all drivers. How to make it work ? Get traffic police to draw a proposal for this and make it as a traffic rules ?
